Installation Problems

I'm having problems w/ my new installation of the Mission Editor. I unzipped the entire download to a folder, ran m.exe, agreed to the EULA, and then went to open help->help to learn how to use the program and all I see is the m.ini file.

Any suggestions as to what I did wrong?
