I want to host a game over the internet but I have a question:
Between a host and client, what portions of the connection address information are static and what portions are dynamic, if any?

Hello, could you restate your question? I don't understand your question.

Basically you just need to open port 2222 to the internet (either directly on the net or by using port forwarding on your NAT / firewall / gateway device), and give your IP address to the person joining.

I suggest you go to this thread:

"MULTIPLAYER over INTERNET works ! !"

Where do you go to open port 2222?
