Can't instal mission Editor

Please help someon. I try to open the exe file after downloading the editor, and it says "The application failed to initialize properly (Oxc0000135)" Can anyone help me? Thank you.

I downloaded the .NET Framework v1.1 and it still doesn't work. Any suggestions besides reading the read me would be great.

Please uninstall .NET frameworks then reinstall it. Assuming this succeeds ok, try then to run the editor. If it fails, please give specific information as possible about error messages. Thanks.
