Mithoz is very close. Many of these "Guests" are just bots in reality. Some Guests are real people every once in a while, but the majority of them are simply scripts of programming code fulfilling a specified job.

Advertisers use bots in an attempt to find a forum that lacks the security to restrict unregistered users from posting. However, these scripts are occasionally constructed well enough to register. This is why a seemingly random user will create an entirely irrelevant post or create a new topic that already has been covered. They post with a few hyperlinked ads, and they are done, never to be seen or heard from again. If you see an ad, don't click on it, as that will only drive more advertisers to the forum. Please report all ads that you see. Such users are properly dealt with upon sight.

Other bots are "spiders", which are tools used by search engines to find keywords on sites. Because spiders are the chief method used by search engines to find websites, banning those "Guests" would sever all outside help cables. People would find it unusually difficult to locate the forum.

Since the bots face no real harm to the forum, and the actions required to remove them would be harmful to the forum, no action will be taken against them.
