And, YES, I do have .NET Framework installed.

Don't know what that is off-hand. I suggest uninstalling the .NET frameworks and then re-installing it again fresh.

Are you sure it is installed? How are you detecting that it is already installed?

Weird.. i dont have it build in my windows xp pro installation :)

well i can run other programs that require .NET framework just fine like BCMod and BCInstaller (modding programs for Star Trek Bridge Commander)
