For your purposes ignore that. It was a feature leftover from development where we would turn on something called an "overmind" to help see if the level was behaving right. It's extremely weak and has now practical purpose for developing your levels. All it does is gives orders to the units on the map that have been created to attack. I'm not sure if it gives random commands or not, but like I said, it's not something you will use in your levels.
