i was just wondering what monoliths do or if they are just decoration and also why there is a dark broken-looking oone and agood one

They don't do anything, just decoration. The different types were used in the single player missions and were part of the story.

This said, there isn't any reason why you couldn't make something happen when a unit arrives near a monolith (or in any location). Use your imagination.
