I started alone a made may way through the area clockwise on the outher joint. I took all the construction sites on my way (just below the start, top right corner, below right corner) to stop further productions. Then i sold all buildings except the one on the top right corner. With the money, I produced some rifle soldiers (cheap!). The soldiers I use to eliminate ever possible power station (and collectors) as they will disable the gun towers and other buildings.
This will enable you to get pretty easy to the main target.

if i go clockwise, i get murdered. i always get detected and then the hydra rolls in and kills me
