I cant run the Mission Editor, can someone please help me?

The editor downloads just fine and i unzip it and run the M.exe application.
But i get this error message

Like my ASCII ?

If you're on Windows 98, you need to download the .net framework from Microsoft.

I have Windows XP Pro, and I still had to download .NET Framework... If you don't have Windows 98, I would try downloading it anyways.
