can't use mission editor

I downloaded mission editor onto my PC and when I clicked on it it said a .DLL file called MSCOREE.DLL could not be found. I looked through all of the files downloaded but i could not find the MSCOREE.DLL file but I did find a M.DLL i don't know what to do please help me.com

You should try downloading .NET Framework v1.1 from Microsoft
