Is it possible to make new characters for the ecoms so that you can make entirely new characters talk?
Also, how do you make a picture load at the beginning of a level, and can you make your own picture to be used in that screen?

It is not possible to make new characters for the ecoms, as the graphics for each are stored in the appropriate "htdata" file that you installed with the game prc.
As far as the cut scene images, here is a quote from a previous thread regarding exactly that:

To use, use the Cut Scene action, then in the text for the cut scene do this (for example):

In one Cut Scene action you can put multiple img tags and it'll know to show each in its own form.
Unfortunately, you likewise cannot create new cut scene images, for the same reason given above.

dang... I was hoping to include a map in that cut scene area. Oh, well, I'll work around.

I used the Blank or Anonymous and prefixed the message with different things in the text. Here are some texts.
Squad A: Sir, enemy hostiles are overrunning our position.
Mike: I'll get that built in a jiffy.

Yeah, I did that kind of thing too, although it's "Andy in." or "Unit One in."

well u could rewrite the program to do that but then you would be crazy... or just hack the files

What kind of palm do u use? try doing a hard reset. then try reinstalling Warfare inc.
what version of warfare r u using?
The latest version is 1.2

hmmm. back ur stuff up, then preform a hard reset. See Palmone help for instructions on how to do a hard reset and HOW TO PUT THE DATA BACK ON UR PALM.
-if that doesn't work - that sucks
